What is UGC Care? – A holistic view by Global Research Letters

A University Grants Commission (UGC) approved journal is a publication that has met the standards and criteria set by the UGC for quality and validity. The UGC is the supreme authority for universities and research grants in India, and it plays a significant role in the world of publishing and journaling.

In 2017, the UGC released a list of around 35,000 journals that it considered to be of high impact and genuine. This list, known as the UGC Approved Journals list, served as a guide for researchers, scholars, and students, and research works published in these journals were considered for the purpose of promotion and direct recruitment of university teachers.

However, In September 2019, the UGC released a new list of approved journals called the UGC-CARE (Consortium for Academic Research and Ethics) list. This list was compiled by a team of experts, including scholars and experts from various academic councils, and it included around 800 verified and genuine journals.

The UGC-CARE list is intended to promote ethical practices in academic and research publishing and to provide a credible and reliable source of information for researchers and scholars. The journals included in the UGC-CARE list are evaluated on various parameters such as Peer review, plagiarism check, editorial board, frequency of publication, international reach, etc.

Having a research article published in a UGC-CARE-listed journal can have several benefits for researchers and scholars. For example, it can increase the visibility and impact of their research, as well as enhance their professional reputation. Predatory publishing

The battle against predatory publishing is an ongoing effort to ensure that only quality research is published and that researchers are not exploited by unscrupulous publishers. Predatory publishing refers to the practice of publishing low-quality or fraudulent research in order to make money from unsuspecting authors. These publications often lack proper peer review, have high fees, and may use misleading metrics to inflate their impact.

To combat predatory publishing, the University Grants Commission (UGC) of India established the “Consortium of Academic and Research Ethics” (CARE) in 2018. The main objective of CARE is to promote research integrity and publication ethics in Indian universities. To achieve this, CARE has developed a “UGC-CARE Reference List of Quality Journals”, which is updated quarterly. Only research published in journals on this list will be considered for the purpose of promotion and direct recruitment of university teachers.

The UGC-CARE list is created and maintained by the “UGC-Cell for Journal Analysis”, which is affiliated with the Centre for Publication Ethics (CPE) at the Savitribai Phule Pune University. The centre collects journal titles recommended by CARE members and universities through an online portal and analyses them with stringent criteria designed by CARE members. The evaluation criteria are divided into three protocols: Basic information, Primary criteria, and Secondary criteria.

The most important feature of the UGC-CARE list is its dynamic nature. It is updated quarterly. Every qualified journal is rechecked in each quarter and, if found not to follow standard publishing practices, will be removed from the list immediately with the consent of members of the Empower Committee.

To select credible journals for inclusion in the UGC-CARE list, a standard submission process has been established for colleges, universities, individuals, and publishers. Journals are considered for evaluation and for inclusion only after recommendations by the teaching faculty of any university or affiliated colleges. This ensures that only quality research is published and that researchers are not exploited by predatory publishers.

The UGC-CARE list is a valuable tool in this effort, providing researchers with a list of credible journals to publish their research and helping to promote research integrity and publication ethics in Indian universities.
